the IRS officials admitted there was plenty of evidence to charge Hunter, and that the investigation was being slow walked. They essentially took Shapley off the case b/c Weiss didn't like being pressed by Shapley. So ... yeah it kind of was the decision of Weiss to drop him. If those testimonies are accurate from CNN, then those dudes were all over the place.
