crime is defined the intentional commission of an act usually deemed socially harmful or dangerous and specifically defined, prohibited, and punishable under criminal law.

Let's say someone shoots a gun at you with the intention of killing you, but misses. Is that a crime? Are you a victim?

Let's say someone enters a bank to rob it but is tackled by the security guard before getting any money from the teller. Is that a crime? Is there a victim?
