Is after the disasters of Afghanistan and Iraq, Russia sent troops to support Georgian separatists and Russian peacekeepers who were under attack from the Georgian president.
Cheney wanted to bomb Russia. George Bush stood up and asked if anyone else thought this was a good idea and the entire room went silent. Bush then moved onto sending humanitarian aid to the Georgian people which was accepted.
Even among the Bushies, deep staters, and average neocons he was an outsider in his lust for war.
