He purposefully aligned himself with a party that had no moral compass and was easily corruptible specifically for that purpose, and leveraged that alignment to repeatedly not be held accountable due to the broken processes he tore down.

Nobody pretends he didn't do these things, the premise is that he again won't be held accountable because he has sufficiently broken the process. That isn't a conspiracy theory.
