actually Pretty good political strategy when you have a really really stupid electoral base and no real record to run on.

Even if it doesn't work legally, whispering Joe and his surrogates can say that he is trying to help poor people, mostly black people of course, to claw their way into the middle class despite oppression, racism and hate.
