predatory purposes if there is some person or entity that knows how it "works" and can "pull it off"?

Because if the answer is yes, and I think it is yes, then it is a system of authoritarianism, if you can just convince the right people that it isn't predatory.

And in a game of us versus them that this country is in, and is getting deeper and deeper in, that isn't that hard to do.
