the Jap leadership was ready to surrender. There were many within the General Staff who argued against surrender. They had over 1 million soldiers ready to defend the beaches. Our main target, Kyushu was heavily fortified and defended in depth. The Japs had also horded hundreds of aircraft, ammo and fuel to launch a massive Kamikaze blitz on the US Navy. Those favorable toward surrender generally objected to occupation of the home islands, loss of overseas territories, war crimes trials, oversight of the government and overthrow of the Emperor. They were far from accepting unconditional surrender. In the end, after the two nukes the US issued a proclamation that the Emperor would not be harmed or tried as a war criminal. That condition, plus the Russian invasion of Manchuria allowed the pro-surrender crowd to agree to Allied terms.
