They do not target civilians. They evidence is in the history of the war. Where do you think this war has been fought? Most of the areas that have been attacked has been
ethnic Russian areas. Only Kiev isn't and Kiev area has been military and infrastructure targets. Look at Bakhmut, If Russia was not trying to spare as many civilian lives as they could they would have used thermobaric weapons on the city. They didn't, they went house to house and targeted troop positions freeing civilians as they could.
