The intent of a person or a mob may be discerned or inferred from words and actions. Often it’s very easy.

E.g., when a mob chants “Hang Mike Pence” in front of a mock gallows, and they then break into the building where they know he is located, it is easy to infer that their intent was to hang Mike Pence.
