the Big 12 didn't reach out to those PAC schools before adding Cincinnati, Central Florida, etc.?

Of course they did, but none of the PAC schools were even remotely interested at the time. If they do end up joining the Big 12, 2 years later, it's only out of necessity.

I'll admit I was wrong (as was tmcats and many others) about the PAC being geographically protected... but the OP's take was unrealistic at the time he posted it. Now he's trying to frame it in a 2023 context.
