So you are assuming that in these men's past no events or circumstances led to their ill conceived motivations... things like past harassment and trauma from young hooligans etc. and that didn't spur this activity? In the past has either of them exhibited this type of behavior before is this been a recurring theme.... No doubt their behavior appears to be irrational and outside the norm no doubt.

But it isn't a stretch that these men where reacting to their previous experiences and unfortunately some innocent people bore the brunt of their activity.

And again I don't think these reasons should preclude them from punishment. But let the punishment be reasonable.
