intentional. If the Chinese did it on purpose they would not have released it in Wuhan.
An intentional release would have most likely been in Taiwam or at some gathering that would have shifted the focus to the US.
It was lab made and it, no doubt, came from the Wuhan facility. But in this case incompetence is a much more likely cause.
