Welfare presumably was lumped into a category under discretionary spending.

Hint: We're not going broke because of welfare and foreign aid.

Foreign aid buys influence. That's always been the case. You either receive foreign aid or provide aid to foreigners but the latter is not charity. Don't be stupid.
