And how are use are fees collected? Only at the time of use? Do you have to pay $20 every time you call 911? Do you have to pay $100 if your house gets burglarized? do you pay $1000 if you know someone who was murdered?
And if you pay your user fees in advance, let's say you pay $1000 on January 1 for police and fire protection; How is that different from a police and fire protection, tax?
