to be funded with, "voluntary donations"? When has that ever worked? When has it ever even been tried?

And how are use are fees collected? Only at the time of use? Do you have to pay $20 every time you call 911? Do you have to pay $100 if your house gets burglarized? do you pay $1000 if you know someone who was murdered?

And if you pay your user fees in advance, let's say you pay $1000 on January 1 for police and fire protection; How is that different from a police and fire protection, tax?
