Presidents getting one term is not the norm in America and that's what happened. Biden not only one the general vote by a **** ton but he won the electoral collage by as big a margin as Trump did over Clinton, which Trump declared a landslide.

So yes, it was most certainly a mandate. The midterms only further showed that the mandate continued. Hell if it wasn't for gerrymandering, the GOP probably would be the house minority by a dozen votes.

Wake up to reality friend.
