The industry has to put up with various internal and external threats all the time. They realize politicians and policies come and go but the political pressures of high oil prices usually result in the bark being far worse than the bite. Biden's policies haven't had much of an impact in the oil industry. For all the green initiatives in Europe, California and elsewhere in the world, demand for oil just keeps going up post Covid.
Plus, oil companies don't control the price of a barrel of oil. It's a commodity, the price is a function of supply and demand. The price of oil impacts everything else in the chain. It's absurd to think that oil companies would use the reasoning you describe; if demand drops or supply increases, it is guaranteed the price will fall as well.
