right now. Biden is not one of them. It's a long brewing issue in the US - refining capacity. The huge cost and liability of building refineries and keeping them up and running and losing a few of the more inefficient refineries due to the massive drop in demand during covid. The article probably overstates the impact of the Ukraine war.
