On the upstream side, the competition is to access the resource. On the refining side, it's keeping its margins high enough to ensure a profit but remain competitive. Marketing is different. I am not sure what drives the final prices at the pump (beyond refining and crude oil inputs) but there are a myriad of players; wholesalers like Cotsco, company-owned stations, privately-owned stations. I have been told that more profit at that end of the business comes from the items in the store rather than what they sell from the pump.
