became successful? Capital intensive industries have a barrier to entry, which is why large multi-national companies are the biggest players.

But there are plenty of smaller oil companies out there. They just sell oil on the open market and don't refine it to produce gasoline. You have to have billions to build that kind of infrastructure and a lot of money to lobby (bribe) government officials if you want to get into the refining business.
