It's often said that we've failed or lost "The War on Drugs," and certainly there are aspects of our drug policy over the past 40 years that maybe could have been different.

However, if we've failed the War on Drugs...compared to what, exactly? What policy or policies could have been different such that the outcome was better?

Or do we just give up because the best thing we can think of *still* isn't as effective as we'd like it to be?

Isn't partially effective better than not effective at all (or making things worse)?
