First, the WSJ report indicates the two pipelines that were damaged are not in current use, that is they're not currently carrying any gas. Therefore, there is no current harm to either Russia, the gas supplier, or Germany, the gas consumer.
The Russians have blamed the British. One explanation is the Russian hope to drive a wedge between the Brits and Germans and thereby weaken Western unity in opposing the Russians in Ukraine.
