Or possibly Poland. The Poles opposed construction of the Nord Stream pipelines, because they bypassed their territory and reduced transit fees from Russia.
Another possible actors would be GB and Ukraine. The Ukrainians have been active in sabotage operations within Russia, but have no geographic access to the Baltic coast. I understand the Baltic is shallow at the points where the damage occurred and submarines would not be necessary to deploy sabotage teams. If we acknowledge Germany as the primary victim, we need to ask why its Western allies are trying to damage their industries.
