You are of course ambivalent. That is what sophisticated people always say. Root causes and such.

Your silliness is about what one criminal does with his ill gotten gains. His actions have not been sanctioned by the government or the local mafia office.

The answer to your silliness is quite simple; the thief should repay what he stole. THAT is the immediate and practical answer. You want to complicate it because you're too gutless to offer a yes/no answer to a yes/no question.
