disturbed people? when the officers get there the individual, if they are a threat to themselves or others, goes to a hospital or mental health facility.
the problem is there are no long term mental health facilities and it's not illegal to be crazy. so people are treated and released with instructions to follow up.
of course they are nuts so they don't follow up and they tend to self medicate with drugs and or alcohol exacerbating their situation.
it's a revolving door. cops get called. person gets sent to hospital. person gets out. cops get called.
