So you are either being lied to, or you really don't believe, it, but spouting it off either.

He never even tried to present a plan.

The easiest one would have been the Department of Education. He had a horrible Sec of Ed, and everyone was complaining...so his response should have been..fine...let's eliminate it.

He then allowed many departments to grow in power and influence....the CDC basically became cabinet level under him..they were allowed to actually tell landlords they cannot evict....the CDC!!!
