Robinette's "Rescue" Plan came AFTER the shutdowns when businesses were no longer shuttered and were actively trying to find workers. The only reason the "Rescue" Plan was passed was because Robinette promised it when running for election and (ignorantly) stating that there was no way a COVID vaccine would be ready for at least a year.

He decided he needed to keep his campaign promise despite the warnings from economists that the 'Rescue' Plan was no longer needed and would cause inflation.
