write in vague, non specific or just plain poor english.

If someone means for example that we cannot import slaves, but that is a touchy subject so they write that we can not "import persons" (winkwink) does the writing not suggest that NO PERSONS may be imported?

Maybe it was just poorly written. Or maybe that specific meaning is precisely what some of the authors wanted.

Maybe they need karin jean pierre to walk the statement back. Or clarify it. Or explain it in detail and in proper context.

But maybe there weren't any foreign black lesbians needing an affirmative action job as spokesperson in the first decade of the 19th century.
