The fact that basically every state had cities and every state had rural areas meant it could eventually recover. If there becomes states where there is simply no intelligence or skilled professional opportunities and the quality if education is abhorrent its just a rabbit hole that can't be reversed and will only get worse.

There isn't going to be anyone to take care of all these people and its going to collapse upon itself. You can't take only the stupid people and create a society from that successfully.
