If whoever the QB is develops nicely during the season, maybe they win the bowl game and get to 8 wins total after 7 regular season wins.

As others have pointed out, 2023 is more likely the year the team has a chance to get to 9 or 10 wins, and that assumes they've got an upper tier QB leading them and key players stay healthy.
