How is Bernie relevant other than his vote on legislation?

He's never won an election other than his State. He's never successfully passed any legislation to my knowledge. He's a "voice" so I guess you could say he has relevance in framing the debate or shaping policy to the extent that he has enough backers to affect some issue, but he's largely irrelevant despite having a recognizable profile.
