I don't agree with your conclusion. I think Drink wants exactly what he's saying he wants. Depth, competition. Now, and this is just my opinion, but if he gets three pretty good QBs ready for the season (I doubt Horn will be ready, Drinkwitz has shown a preference for experienced players), he can afford to run an offense where the QB run is a more important feature of the offense, given how that increases injury risk for your QB.

He wants a deep QB room, who wouldn't? It makes all the sense in the world that he would go after another QB. The more good players you have at a position, especially at QB, the better.
