It does look like the US was instrumental in the "regime change" that resulted in overthrowing the democratically elected pro Russian president of Ukraine and installing a pro US/NATO president.
Putting missiles aimed at Russia in the Ukraine and having the Ukraine apply for NATO membership would also be a provocation, no? Russia also seems to think that the US is involved in bioweapons labs near the Russian border. If true, that would probably be a cause for concern for most countries, don't you think.
