And production. The companies then decide what makes economic sense. Problem I have with Biden is tinkering with what is off limits and what is not.
If a field is economically feasible, develop it. If not, don't. If a pipeline makes economic sense, build it. Pipelines are huge investments, but are super safe vs trucking and rail.
