1. They punish the Russians by depriving individuals and the country of wealth and income and the Russians may simply decide the price is too high and stop the war.

2. They may deprive the Russian military of essential assets that it needs to pursue the war.

3. When sanctions are applied, it is never certain if they will work and if they do, to what extent. However, most would consider imposing sanctions to be preferable to sending U.S. forces to the war zone.
