occurring, because they gave Ukraine time to give full consideration of the likely end result of the invasion in the hopes of gaining a quick surrender. When that didn't happen, they unleashed the full weight of their offensive capabilities, including introduction of front line troops and equipment. It took the Russians only hours to completely encircle the three largest cities in the eastern half of Ukraine. Obviously, they could have commenced an assault several days earlier.
