Ukraine was part of Czarist Russia. The 1917 Russian Revolution resulted in Czarist Russia being divided into a number of "states" and in 1922 the association of those states into the Union of Soviet Socialist Republics. Ukraine, etc. were not separate countries, they were merely part of the U.S.S.R.
The U.S.S.R. fell apart in the 1990's. My recollection is Putin was the President of the USSR at the time. A number of the Republics, including Ukraine, became independent countries rather than provinces of the U.S.S.R. The American equivalent would be if Texas, New Mexico, Arizona and California became independent countries.
Putin's motivation is simply to get back Ukraine, etc. He "lost" them and he wants them back for his legacy in Russian history. He's using the "Nato Threat" as a justification. If he really thinks that NATO is a threat to attach Russia he is delusional and paranoid.
