was transferred to the Soviet State of Ukraine only after the formation of the USSR. The takeover of Crimea gave Russia the port facilities and key Naval base at Sevastopol on the Black Sea. They don't need Ukraine for anything more than a buffer between Russia and Eastern Europe. This is why Putin will not allow Ukraine to become a NATO member.
