we do something overtly aggressive. If he truly wanted to attack why wouldn't he have done so months ago? He's still just trying to goad us into doing something so he can show the world he had a good reason to attack.
And take over Ukraine, which of course he BADLY wants to do but is very leery of what we actually would do if he attacks now.
