Every scouting report we ever developed identified one or two players on the other team that we wanted to encourage to take shots. Their defenders were instructed to sag off and leave them open shots that we were confident they would not make. Yes, sometimes you get burned but usually, you would rather the fourth or fifth best shooter take an open shot over giving it up to a good player who would create a better shot.
