The constitution imposes itself on the Senate. The 60 vote rule was made by the Senate (itself). The Senate has a process to be part of the process of modifying the Constitution, but does not do it by itself.

That is like saying I self imposed the stop sign on myself...I did not...it was imposed on me by others.
