market tight by incentivizing people to stay home and wages go up with high demand and low supply. If you can't pass mandatory minimum wages, play with the labor market supply and demand situation until employers have to pay ridiculously high wages, even for untrained, uneducated and unskilled labor. Pretty sneaky.
