The first has been discussed extensively on here
The second is one reason where the existence of public property is the real problem.
If roads were private property, then the rules can then exist, and breaking the rules would then have consequences as part of a private contract.
As usual, you make an extreme position the argument. what if they are going 30? What if there are no kids in the area?
