He preserved production capability. He shouldn't have actually been involved as that isn't the government role, but that is what he did.

Now Biden is limiting production capability through his new regs and limitations. So as demand starts to increase they will make money. They are also not likely to make huge investments when they know Biden is headed to the new green deal
