4th generation nuclear plants could solve those problems

or at least substantially reduce them.
1.) Not In My Backyard. Nuclear would be substantially less expensive and perhaps things could be worked out reasonably equitably such that people would be ok with it.
4th generation plants can supposedly be built on a much smaller scale than the original ones. They could fit in the same size structures as existing coal plants. They could replace the coal with the far cleaner nuclear.
Because of the significant cost savings they could perhaps reimburse people living within 10 miles or whatever by perhaps giving them $1,000 per year off of their electric bills or via cash. The people would also benefit by not having soot and smoke from coal plants.
2.) These 4th gen plants can run on existing nuclear waste stockpiles. The government had originally pressed for the reactors they use now specifically because the waste was highly radioactive and could be used for nuclear weapons. The newer ones using different processes take the highly radioactive waste no one wants, generates much needed electricity reliably for centuries and leaves far less radioactive waste that would be very difficult to convert into nuclear weapons.
3.) As noted above these plants would actually be reducing the current stockpile of dangerous radioactive waste and be reducing the threat of it being used in terrorist activities.
Also of note are a couple of other advantages:
1.) These plants do not melt down in the event of interruption of power... they just stop running.
2.) They reduce greenhouse gasses substantially as solar and wind produce power sporadically and fossil fuels are used to switch on and off to get production levels to match demand.
3.) Of course they also are less dangerous to endangered wildlife than are solar and wind sources.
4.) The cost of the power generation is significantly lower.
