the sentence made it a hypothetical. It is not true of birth control pills but there are many drugs that your body builds up a tolerance to over time that will lose efficacy.

If birth control pills lost 50% efficacy in six months after you started using them would people rely on them?

Why would people rely on a vaccine that does? Less than half of the US population gets annual flu shots, do you really think people are going to go get Covid boosters every six months?
