then it is time for her to move on. At 70 she is at increased risk from the seasonal flu as well. What preventative measures should she demand for that?

It is not society's job to protect you from every danger, she is an adult she can weigh the risk and decide a course of action based on those risks. Forcing children to mask and vaccinate against a virus that poses no risk to them is not a reasonable solution.
