can agree with you that with Floyd, there was a victim (theft). However, something at that level should have been simply issued a citation and not led to an arrest, and should be dealt with in civil court. If we had a system that dealt with that better, we would all be better off. Probably one of the reasons that store will never call the cops to settle a dispute like that again.
