If only their actions were limited to chasing down murderers

and those that actually committed crimes. Instead, the State sees no difference (or little) between them chasing down a murderer vs a traffic violation from a protection standpoint on use of force.

In one case, a clear use of force has already been used by the subject..in another...none at all. That is a big difference.
