We weren't in a declared war with Russia when Aldrich Ames gave the Soviets the names of some 100 CIA agents, which resulted in the deaths of at least 10 of them.

Julius and Ethel Rosenberg were hung as traitors for giving the Soviets secrets about how to make atomic bombs.

We weren't at war with Russia, of course, they were our allies in WWII.

Many others are in prison as traitors for helping enemies who were not in an officially declared war with us.
