they go pods then 7 or 9 are really the only numbers that work.

Play everyone in your pod and one other pod. 7 games.

Play everyone in your pod and two from each of the others. 9 games

Nothing else balances well.

They could go two 8 team divisions. Play everyone in yours and two crossovers. 9 games but it would take four years to pay everyone.
